ADAMH Board Mission
To promote an environment that develops the highest quality system for
reducing the harmful impact of mental illness, substance abuse, family violence
and supports the rights of the individual in Fairfield County.
State
Mandate
The Fairfield County ADAMH Board is the county agency
authorized to plan, fund and monitor mental health, drug
and alcohol services in Fairfield County.
Monitoring
The Board is responsible for reviewing, evaluating and
conducting audits of its contract agencies to determine if they meet or exceed
the standards of the State of Ohio. Results are forwarded to the appropriate
state department. The Board also conducts client satisfaction surveys, referral
source surveys and other surveys as needed to help monitor services.
Planning
The Board is responsible for the planning of public mental
health and substance abuse services in the county. To fulfill this mandate the
Board conducts need assessments and evaluations. The results are analyzed and
provided to volunteer Board members to assist them in making the necessary
decisions to provide direction to Board staff.
Funding
The Board has to balance the many needs of the county with
the scarce resources available which is a very complex process. The Board
receives dollars from many sources. Although only a small percentage comes from
local levy dollars, these dollars provide a lot of leverage and are very
important. They provide the required "match" that enables the Board to obtain
additional dollars from the State and Federal government. At the end of every
state fiscal year (July through June) the Board is required to submit detailed
reports to the Department of Mental Health and the Department of Alcohol and
Drug Addiction Services that show all of the dollars coming in, where they came
from, how much, and where they went. Board members review the financial
statements at each meeting. The Board is audited as part of the County every
year on a calendar year basis by the State Auditor's office. The Board is also
required to have an independent audit of its contract agencies on an annual
basis. Those audits are forwarded to the State Auditor's Office.
Community Input
The Board is made up of 18 residents of Fairfield County
appointed by the County Commissioners (10), the Ohio Department of Mental Health
(4), and the Ohio Department of Alcohol and Drug Addiction Services (4). The
Board usually meets on the fourth Tuesday of every month at 6:30 p.m. Board
meetings and committee meetings are open to the public and dates and times are
published in the local paper and posted at the Board office. If you or anyone
you know might be interested in serving on this Board, please contact the Board
office at (740) 654-0829 for more information.
